They can activate on the three mentioned U.S. carriers at the store and give the buyer the extra discount. To activate on any other carrier it is sent unactivated and you need to contact your carrier to activate after receiving the phone. Check bands and ask your carrier if it will work outside of U.S.A That is usually what the sellers reccomend before purchasing.
