• This does not plug into a power outlet. It plugs into a usb port. A cd comes with it that has the drivers on it for the adapter. On my windows 10 laptop I didn't even need the cd. Sorry I can't answer about your TiVo, I don't know anything about them :(

• No, the WUSB6300 can't replace your WNCE2001 adapter. The wireless adapter's driver could only be installed on a Windows-based computer.
