It will, I use one in my garage and my router is on the second floor. Try to place it right below the router if possible, or as close as you can get it, for optimal signal.

It will work as long as you place the extender within the router signal broadcast. You will get a better signal extension if place near the edge of your router broadcast.

Yes but it needs a good connection. I have the router on the first floor and the extender on the second floor. The extender needs at least 3 bars of WiFi in order to reliably send the signal on.
