“Just bought this in Oct., 2020. Works fine on my Dell Windows laptop. Doesn't work on my Macbook 2013 El Capitan OS X 10.11.6. It's plugged directly into the USB port on the laptop. I tried both USB ports and an external hub and still doesn't turn on.”

Yeh webcam may not be getting enough power through the USB ports, it would probably say so on the screen of the Mac of it isn’t getting the power it needs.
