Absolutely. I use it for both PS1 AND NES ROMS.

As most emulators work with keystroke commands, it can certainly be programmed to work that way; (you can even store individual profiles for each app so that launching the app from the Logitech software automatically loads the profile you've set up for it). Be aware though that it takes some time (and some patience) to do this.
