“Does the scroll wheel click left and click right, as well as normal downward click? I mean to click the mouse wheel left and right to scroll the page to the left and right? Does it also have a down click? Can these be programmed for custom actions?”

No. you can press down on it and lock it's place and then move the mouse left and right. Press down again to unlock.
