• The remote is Bluetooth, but the hub is wifi. So you would be able wwith your smartphone even if out of range. You can actually control see status over internet if you link the hub to a account

• Yes, this device will control the cable box. If the cable box feeds all TV's then all of them will can.

• The Harmony Hub uses an IR blaster which does require close to line of sight (the signal can bounce off of walls within the same room). If you keep the hub by the cable box you could use Amazon's Echo to send wifi commands to the hub from another room.
