Yes. The "Smart" is actually in the hub. All the remote does is send an RF signal to the hub indicating a button press. The hub responds to the button press based on what devices and activities you've setup in your MyHarmony profile. The Elite or Ultimate remote bundle allows the remote to signal the hub via RF and still use IR to control devices directly. I don't have any experience with that setup but I suspect you have to specify what device is controlled via hub vs. remote. Also, Since the Fire TV Stick uses a Bluetooth remote, you have to do the extra step during setup of pairing the Fire TV Stick to the Hub. If the Samsung TV remote is also Bluetooth, you'll have to pari that to the Hub as well.
Sorry, there was a problem. Please try again later.You do need the hub, but it’s very simple to use on daily basis once it’s configured. You can use just the hub without the remote if you download the Harmony app on your mobile device.

If you have those Two devices you do not need a smart hub to operate them with their native WiFi/Bluetooth apps...however if you want to use the Harmony All in One remote service it is awesome and you will need the hub to make the service work!
