Is this compatible with ipad mini 3? null

Probably not. I've been told by Best Buy techs that most "mice" do not work well with iOS operating systems that are installed on iPad.

It uses a USB for input. So unless there is a way to get a lightning rod/USB adapter, I do not believe the 2 technologies are compatible. Perhaps a wireless mouth with Bluetooth?

Don't believe so, the mouse needs a USB port to operate and the iPads (mini or otherwise) don't have a USB port.

This mouse requires a usb port i believe any iPads come with it. Perhaps and adepter could work. I don't know if they sell one for the lighting port. good luck.
