Yes it does. If you look on the picture of this said mouse. There's a button that you click that changes it from free scrolling to scrolling slowly.

Yes, and it is super nice to be able to free scroll. A tap on the top button and you're free scrolling, another tap on the top button and you're back to clicks.

Yes, it does. It has a weighted wheel that with a flick of the finger can spin/scroll for a long time. Useful in Email Inbox or spreadsheets. There is also a manual button you can activate that will disable the free motion and turn it into a traditional wheel feel and function as well.
