• It's just a bluetooth keyboard. So yes it will work with Microsoft surface bluetooth manager.

• It is compatible but the keys are the focus on macOS, if you plan to use a Windows PC, better buy this one https://www.bestbuy.com/site/logitech-mx-keys-advanced-wireless-illuminated-keyboard-black/6366560.p?skuId=6366560 is the same keyboard; The only main difference is some keys. The one in the link is better for Windows PC
