“Does it include some sort of rain cover? The product tag shows various configurations, etc. One picture seems to show the bag with a lighter gray cover over it. We just purchased this bag, and have no such item. Is it missing or is that an additional accessory?”

Yes. There is a rain cover that is stored in a pouch that can be accessed from the bottom. Flip the bag over and look for a pocket near the tag that is labeled "all-weather AW cover." Pull on that tag and the velcro pocket will open.
