• As stated the current FAA regulations are based on drone weight at time of take-off, so it includes anything on the drone when you fly it. . A drone with this light attached needs to be registered. I registered my mini because of added landing gear I use sometimes and for lights I also use sometimes.

• Yes it will take this small load. You do not need to reg. with FAA as they only look at drone weight and not payload. This would be considered a payload.
