As stated the current FAA regulations are based on drone weight at time of take-off, so it includes anything on the drone when you fly it. .
A drone with this light attached needs to be registered. I registered my mini because of added landing gear I use sometimes and for lights I also use sometimes.

Yes it will take this small load. You do not need to reg. with FAA as they only look at drone weight and not payload. This would be considered a payload.
