• Unfortunately not. Nintendo Switch can only run games designed for its hardware unless running older games (NES and SNES) via the Nintendo Switch Online subscription program. Even then, the games are selected by Nintendo, not the user.

• I'm not sure i understand your question. You can't play games from one on the other. There isn't any cross-play between the two, someone on the switch can't play a game with someone on the 3ds. If you're asking if they're comparable, then the switch is the better console in my opinion. Better games and you can use it as a handheld and a home console.
