If you are sure the machine is level, I would adjust the clothes layout, maybe even pick a more appropriate setting. Bulky will put more water into the machine also, the soil level might adjust the volume of water. It has been my experience that High efficiency machines as a rule are longer cycles, however, you could cut down the time by rinsing once instead of twice. Also, if you set the soiled setting at lightly soiled I find that it was relatively a short cycle.
