You can use the oculas quest mobile app too look at the store and your apps and friends. Among some other things. Oculas quest has its own interface it is nothing like google cardboard or anything that has to do with inserting your phone. You can connect the oculas quest to your computer for PCVR games but you need a beefy enough pc to be able to play those games. All requirements you can find on either google or the quest forum.

Yes, you can use the Oculus brand cable to connect to a PC for PCVR. There’s also a beta feature to do it wirelessly. Mobile… probably not. The oculus is going to have more power than mobile devices.
