Can i use this VR with a non smart TV null

I don't believe so, at least not that I could figure out. The "casting" (display to device) is done via wifi to devices with the Oculus app that have been paired. I do not know of a way to make the link cable display on a screen as it's a data interface for running programs such as SteamVR.
