You do not need a pc, as the quest is a standalone device. Just connect to WiFi and you’re good to go.

My understanding is that you can play meta 3 without a PC connection but does require a Wi-Fi connection. The headset has it's own built in game store (I think it's called Meta Store) that should show what games are compatible with gameplay using the headset only. Some games require a PC connection, which those games are found on the Oculus store for PC.
