Sorry to break it to you, but Meta users have been able to use their headsets without a Facebook account since mid-2022. Anyways, when you first boot the headset it should tell you to sign up or log in with a Meta account, you can also use a code and sign up on your phone. You don't have to use a Facebook account, but it is still available to login via Facebook. Should be the same for the Quest 3.

It will be the same as Quest 2 where you will need to register it with the Oculus app.
