I posted this question before I discovered an answer. Called MS, contacted BB corporate, went to the BB store I bought it from — the solution is simple but no one involved seems to know how to do it. It wasn’t until I researched the issue for hours that I found someone online who had the solution. This is all you have to do: Call Citizens One and let them know they need to attach your XBOX serial to your All Access account. They’ll ask for your Citizens One account info, then they’ll need your new XBOX serial. They throw it into their system, and that’s it on their end. After a reset (keep your games and apps), the offer will pop up when you are setting up you XBOX again.

Sorry, there was a problem. Please try again later.Initially, not too long after you start using the console, there should be a pop-up that occurs that reminds you to activate the offer. If you close this pop-up, you are able to go to your subscriptions menu that is inside the settings menu, or rather your account profile, and go and look under Subscriptions. You should be able to find the redeemable offer there to activate it. It will activate it for the Xbox profile that you are currently logged into. As far as I can tell, that is the only place where you can activate it. They will not be mailing anything to you by regular mail or email. I believe this is designed so that you can gift the Xbox, and whoever receives it can activate 24-months of GamePass ultimate.
