“Can this make either a TV or a monitor "wireless" (that's inside a vocal booth) and still use audio recording software that would be on-screen? The computer would be nearby. I'm trying to isolate the computer noise from the recording environment.”

Yes - that's exactly what it does. You plug it into an HDMI port on the TV or monitor, then you connect to it wirelessly from your computer (or other device).
