Yes you can use it with a PC. Either connect it with the Bluetooth on the controller and PC or connect it with a usb charging cable

Yes. I use it with my PC. Just make sure to download the Xbox Accessories app so that you can update the firmware. It was randomly disconnecting from Bluetooth when I first got it, and the latest firmware fixes it.
