If I were to remap thumbstick sensitivity curve, would this only be an option for Xbox or all devices? Just want adjustability on iOS as well. Thumbsticks are twitchy on iOS and this could be a game changer. null

While you may be able to connect the Xbox Elite Wireless Controller Series 2 to an iOS device, it's not designed to work with them. The Xbox Accessories app used to adjust settings is not available for iOS.

If I had to guess, I assume you're referring to the thumbstick sensitivity. If this assumption is correct then my answer is that the thumbsticks are adjusted manually via tool. If you were to use this on ANY device, since the controller is adjusted manually it will apply to all devices.
