“When you say the premium subscription can have up to 300 users does that mean that a business can register as the user and have up to 5 PCs used by 5 individuals within that business and still comply with licensing requirements?”

Users can be added by purchasing additional licenses and adding them to the existing account, so a subscription is needed for each user added.
