You can have two users use the same windows login account but they both will be able to see and use each other's outlook profiles without outlook requiring a password. The only way to password protect the outlook accounts so each user cannot access the other's outlook accounts it to give each user their own separate Windows login / account. Outlook will allow you to create a unique outlook account / profile for each Windows user.
