“How do I go about getting a new product key? I tried to re-install my program on a new computer. Everytime I try, I keep getting a message stating that my product key has already been used. My Microsoft, account had no record of me owning this product.”

Hi Rick, Thanks for reaching out to us. You will need to deactivate your previous Installation and then re-install Office 2019. On the new computer, go to https://office.com/myaccount and sign in using your Microsoft account, if prompted Select Install then Under Install information, locate the old Laptop which Office was installed on and Select Deactivate Install to deactivate the Office installation. Then, click Install to install Office.
