“I have Office home and student 2010 and I have Outlook for my work email so I need to keep this program. Will this Outlook email convert to 2019 if it is not included in this newer version? I can not get my email if I do not have Outlook.”

No, this product does not include Outlook and will not convert your current installation to a newer version. You may be interested in Microsoft 365 Personal or Family instead.
