I have a 2012 mac-mini running Catalina (OS 10.15), High Sierra is older than that (OS 10.13). In Dec. 2022 I finally upgraded to a 2021 macbook pro because. 1) Turbo Tax will no longer support those older MacOS's 2) Microsoft Office 2019 version 16.66 will no longer update ( to Office 16.68 as of Nov. 2022), as the "update" says.... "MacOS 11.0 or later Required". Thus, based on the 2019 Office update error message, I must assume Office 2021 will not run on your older macOS.
