You would want a dedicated GPU and more cores otherwise you might be able to render some basic 1080p video.

Forget 4K, 1080 max and with minimal rendering for transitions. You really should look at something with more cores and dedicated GPU specifically for editing videos. FYI, editing photos can be completed via a chrome book as not that many resources are used .
