Would a wacom pen work on this surface book? null

Not all. Only the new Bamboo Ink which is dual use would. MS uses a version of N-Trig tech not Wacom. That one Wacom product supports both technologies and says so on the box. That said, just buy the MS pen. It is a bit more expensive but the Surface Pen and Surface were made for each other.

yes... tho I believe the Surface pen will be a more enjoyable experience.

Yes a Wacom stylus would absolutely work with this device.
