• Yes. If you stop typing, it "goes to sleep" and the lights dim. But if you type or use the touch pad, it "wakes up." The keyboard itself takes a little getting used to, but I like it.

• No. To my knowledge there is no backlit keyboard available for the surface. You can probably buy one and use the USB input on the tablet.
