This will work if you have a usb c port. It does not matter what version of windows you are running

USB-C is a fairly new style of connector, WAY newer than a PC running Windows Vista would have. I think you may be confused about what USB-C is. This USB-C adapter will not fit a traditional USB connector (aka USB-A). Also, to my knowledge a USB-A connector will not transmit a video signal natively. It would NOT surprise me to learn that this function (video out of USB-C) may require A newer OS (like Win10), but I don’t know that. Look closely at the picture again.
