Best buy let's you use gift cards or rewards for the live service but not for other gift cards. You have to use cash or credit card for gift card purchases of any kind.

I bought a PlayStation Store card using a Best Buy gift card as recently as six months ago, but last Monday, November 27, 2023, I experienced this same issue. What do we have to do to get Best Buy to change this? It makes no sense that you can't use Best Buy gift cards to buy gift cards from other businessses.
