• Yes you can down load free games when they are available. However, the game will no longer be good once the subscription expires.

• Yes, as long as you pay attention. Xbox offers several games every month if you one an Xbox One, but it changes every couple of weeks so you have to make sure you grab the game while it's offered. Most of them are fairly worthless but I have downloaded a few really fun ones over the years.
