“The box for $189 says Xbox One 500 GB. The one for $229 says Xbox One S 500GB? The 'S' is omitted on the $189 box? Are these the same console just the later comes with a game?”

No the “S” is a newer version of the console. Comes with slightly faster hardware and can handle 4K.

Yes they are the same system. The only difference is the bundle comes with games. Both are the Slim version (updated version) of the Xbox One
