Hi profedf, This 4G LTE USB Wi-Fi dongle uses its own dedicated SIM card(s) to create a hotspot. *Of note: the dongle supports both micro SIM and micro SD card upto 32 GB. So to answer your question, yes, it does create a Wi-Fi hotspot using moble data, like a smart phone; however, the USB Wi-Fi dongle offers several advantages over a smart phone, i. e., does not drain your phone's battery, abillity to use dual SIMs, likely offers a more stable connection, acting as a plug-and-play modem for laptops/desktops, and it avoids having to tie up your phone while sharing data.
