Wi-Fi means you can use it any where you have Wi-Fi, plus Cellular means you pay your phone company a monthly fee to be able to use it any where. Just would depend on your needs and usage. My new Pro I didn't get it, you save money and with my last IPad I only turned it on once. Unless you can write it off as a business expense it may not be worth it.

There is no additional charges for this. The WiFi cellular is offered through a wireless provider and you pay monthly but you can connect anywhere you are.
