“My wife and I both have Samsung G21 phones. Her phone will charge just fine on the Mophie 15W Charging Pad with her phone case on. I have to take my phone case off to get it to charge my phone. I believe we have similar cases. Is this normal?”

Possibly. My Samsung Galaxy 22 Ultra has an Otterbox Defender case. It's thicker than what is recommended to charge thru. It will charge my phone, but the phone gets too hot while charging. Since your phone charges without the case, it seems reasonable that the case is the issue.
