So did you check your e-mail for a separate download code for the sham khan skin. You probably got the e-mail the same day you received the game.

Best buy has a terrible pre order code process. You usually have to contact them on the best buy forums. Go to the gaming section and message the moderator. I've had to do this about 3 to 5 times this year alone.

You should have received a code when you initially pre-ordered the game (for the Beta) which also unlocked Shao Kahn. Depending if you pre-ordered in store, it could be on that receipt as well. I'd reach out to Best Buy support and ask for the code if you can't find it.
