“What does it mean to "activate later" and why is it more expensive that way? I want to buy this phone for a family member that lives outside of the US and it would make no sense to activate it in the States. Is my only option is to buy it "activate later?”

You have to add a plan to the phone or switch the Sim cards from your old phone to this new phone. That way whatever minutes you had on the old phone would be on the new phone.
