Unfortunately No. Since it would require manufacturing different phones for different places, it is not a built-in function of the phone. And due to Liability issues it was not prudent to build that feature into a phone someone could take to a region where it's not legal to record both sides of a conversation without consent.

The phone’s built-in call recording features may vary depending on your carrier and regional software restrictions. In some regions, Android devices may play an automated notification or warning when a call is being recorded, and this behavior is determined by local regulations and carrier settings rather than the phone itself. If recording without an announcement is essential for your use, you may need to look into third-party dialers or recording applications, though we cannot guarantee their functionality or performance, and their use is at your own discretion. -Mitch
