“Does phone allow recording of both sides of a conversation, and if so, does record WITHOUT outgoing warning message. I live in Georgia where it's legal to record ANY conversation as long as I am a PARTY to the conversation WITH OR WITHOUT their PERMISSION”

Unfortunately No. Since it would require manufacturing different phones for different places, it is not a built-in function of the phone. And due to Liability issues it was not prudent to build that feature into a phone someone could take to a region where it's not legal to record both sides of a conversation without consent.
