My moto razr ultra came the same way, missing the same things with same white cable. Phone is in good shape but had shop dust on it. Contacted customer service and they said I could refund, exchange, or bring to the store to be cleaned, checked and given the sim tool. It's an inconvenience but at least they didn't give me a hard time.
Sorry, there was a problem. I won’t ..because previous person could have registered the product for warranty purposes..which can screw the new owner over if they try too register the same product.. I learned that from a personal experience with refurbished items
Sorry, there was a problem. Please try again later. My phone was unlocked, but not "open box". Ordered from Best Buy website and delivered to the store. When I picked it up, it was in original box and had all expected paperwork, etc. I have had it in use on Walmart Family Mobil carrier since December with no problems

Since your order was placed through Best Buy, the best way to resolve this is to contact their point of sale directly, as they handle returns, exchanges, and order condition inquiries. Please reach out to Best Buy with your order details so they can review your purchase and assist you with the missing items or condition concerns. -Mitch
