Can this pc run at 240 monitor null

Yes it can with that card. Personally I do not think you can tell the difference with out diagnostic equipment on hand to tell you which is which

Yes it can. The RTX 2080 Super is more than capable. However, I personally believe that is a little bit of a gimmick. I would challenge anyone running the same game on identical computers side by side to see the difference between 144 and 240 mhz without using equipment to analyze it. However, I would strongly suggest a G-Sync monitor to go with it.
