If this was shipped, then it could've been damaged, but check if you plugged the HDMI cord into the motherboard, which is a common mistake among pc owners. Put it in the graphics card slot, which is most commonly under the motherboard "plug-in slots" and see if it will work. If not, then Best Buy will have to be notified about this.

I would suggest validating the following quick items. 1. bad or marginal HDMI cable, swap if possible. 2. loose HDMI connection, validate all connections are tight 3. bad monitor/input port, try different outputs from the gpu and input on the monitor 4. refresh rate / resolution / HDR handshake issues, try adjusting monitor settings and dropped them down to see if that helps
