• No. You need an internet connection to set up and use Nest Hub.

• I don't believe it will function without access to Google Web Services. You will need access to either Nest or Google services ( EVEN if only using a free act.) to access Nest Cameras, Nest Hello Doorbells, Nest Protect Fire/CO2 alarm, and their thermostats.
