The Nest WiFi router seems to be limited to 100-150 mbs across the ethernet ports. I could not get more than 270 mbs across the WiFi mesh on a four node system. I ran into the same issue. Check out the user forums. A lot of customers re reporting the same issues. Appears to be a design limitation with the system. My solution was to return the Nest WiFi system and replace with a Linksys Velop system. I am now getting 980+ mbs on wired connections and up to 500 mbs on WiFi connections.

Sorry, there was a problem. Please try again later.Your speeds to the modern are likely correct, but you also have to account for the device you are using to conduct the test. I did some research that allowed me to increase the throughput speeds on my laptop to 500mbps. My phone was never able to handle more than 300mbps, though some newer phone my have better speeds.
