You should talk to AT&T about getting a WiFi hotspot for your RV.

As for the RV park having bad wifi you'll have to give the park owner feedback to upgrade there wifi system or pay for a hotspot from At&t or another provider

If you don't want to mess with special settings for the phone you can get a device called a HotSpot. You get an ATT account for it just like you do your phone. Then you can connect your computer to it just like any other WiFi. Obviously it will be a little slower than hi speed internet and will rely on cellular availability.
