Any modem or router will work with windows 10 and yes it will work with charter.

Yes it'll work. Working with Windows 10 or not is not affected by what modem you have. You have to check with your cable provider whether or not they support this device. Fortunately for you Charter does not have the CM500 listed on its list of complaint/accepted modems (http://www.charter.net/support/internet/compliant-modems-charter-network/).
