Yes, indeed it does. It also states this on the box. Attach the modem up to cable coax, plug into power, connect Ethernet cable directly from modem to PC without router. Fire up browser, follow instructions. You will not have to call Comcast/Xfinity customer support if you already have a mobile phone number or email set up with them. You will be sent an SMS/Text with a PIN to enable the device. After the modem has been activated then plug in your router as before. If you can't connect for some reason, be prepared to provide the details listed on the label on the bottom of the modem and/or the box, such as MAC address, serial number,etc. Then call customer support.

Yes, it does. I purchased it for Xfinity 250Mbps, and it worked fine. If it crashes often, have XFinity look at your cable system. This modem is far more sensitive to bad signals.

It does but since Comcast only rents the Gateway now, which is a combination router/modem, you will need to purchase a router as well. They say you can bypass the modem or router in their Gateway to use your own equipment but you will experience numerous service interruptions requiring several reboots as well as tech support to reset the Gateway if you try and use their bypass feature.

Yes. It is backwards compatible for 3.0 and will work when they roll out 3.1. I purchased mine two months when Comcast was using 3.0 and two weeks ago i upgraded to 3.1 and all I had to do was reboot modem. Speed test went from 150 to over 1200 when they changed over in my area.
